26 June 2026 | London: The Ministry of Forestry of the Republic of Indonesia and Emergent Forest Finance Accelerator, Inc. have signed a Memorandum of Understanding (MoU) to explore potential cooperation in support of Indonesia's forest emission reduction efforts, particularly through jurisdictional REDD+ programs.
The MoU was signed at a special event at the Indonesian Embassy to the United Kingdom during London Climate Action Week by Eron Bloomgarden, CEO of Emergent, and Ristianto Pribadi, Director of Public Relations and International Cooperation Bureau at the Ministry of Forestry of the Republic of Indonesia. The signing was witnessed by Raja Juli Antoni, Minister of Forestry of the Republic of Indonesia.
Indonesia has a strong track record in forest protection and restoration and has already generated verified emission reductions under the World Bank's Forest Carbon Partnership Facility (FCPF), receiving US$110 million in climate finance and generating additional verified emission reductions. Building on this experience, Indonesia is exploring and preparing for potential participation in a range of high-integrity jurisdictional carbon market and results-based payment opportunities.
The MoU reflects the shared interest of both parties to continue discussions in good faith on potential future opportunities related to verified emission reductions from Indonesia's jurisdictional REDD+ programs. These includes emission reductions already verified under the Forest Carbon Partnership Facility (FCPF) framework and, where applicable, potential future credits or results-based payment opportunities under recognized high-integrity jurisdictional REDD+ standards and other relevant mechanisms, including ART TREES, subject to Indonesia's applicable regulations and national approval processes.
Through this MoU, the Ministry of Forestry and Emergent intend to explore non-exclusive cooperation that may support future opportunities to mobilize climate finance for Indonesia's forest sector. Any future cooperation or potential transaction will remain subject to further discussion, mutual agreement, applicable laws and regulations, national approval processes, registry and authorization procedures, accounting requirements, and the decisions of the Government of the Republic of Indonesia.
Eron Bloomgarden, President and CEO of Emergent, said:Â
"Indonesia has enormous potential to contribute to global climate action through the protection and restoration of its tropical forests. With one of the largest areas of tropical forest in the world, Indonesia's continued efforts on jurisdictional REDD+ represent an important opportunity to reduce emissions at scale while protecting biodiversity and supporting forest communities. We are proud to formalize this partnership with the Ministry of Forestry and look forward to exploring ways to mobilize credible climate finance in support of Indonesia's forest protection and restoration priorities."
Raja Juli Antoni, Minister of Forestry of the Republic of Indonesia, said:Â
"This agreement reflects Indonesia's continued commitment to protecting and restoring our forests in line with our national climate goals. We welcome this cooperation with Emergent as an opportunity to explore ways to mobilize international climate finance for Indonesia's jurisdictional REDD+ efforts. Building on Indonesia's experience with the Forest Carbon Partnership Facility (FCPF), and while considering potential opportunities under ART-TREES and other high-integrity international carbon market and results-based payment mechanisms, Indonesia remains committed to delivering measurable emissions reductions while generating biodiversity and community benefits through sustainable forest management, in accordance with applicable laws, regulations, national procedures, and government approvals."
The MoU is non-exclusive and does not create any obligation for either party to enter into any transaction, Emission Reduction Purchase Agreement, or other legally binding arrangement. It also does not constitute a commitment by the Government of the Republic of Indonesia to authorize, transfer, sell, or otherwise make available any emission reductions, carbon credits, mitigation outcomes, or other environmental attributes.

Notes to Editors
Emergent
Emergent is a US-based non-profit that serves as a transactions platform engaging between tropical forest countries and the private sector to mobilize finance to support emissions reductions from deforestation. It does this by developing and bringing practical, credible and large-scale forest protection solutions to market. Emergent serves as the coordinator of the LEAF Coalition.
ART TREES
The Architecture for REDD+ Transactions, or ART, is an independent program that develops and administers standardized procedures for crediting emissions reductions and removals from national and large subnational REDD+ programs. Its standard, The REDD+ Environmental Excellence Standard, known as TREES, provides a framework for measurement, monitoring, reporting, and verification of emissions reductions and removals from the forest sector.
The Forest Carbon Partnership Facility
The Forest Carbon Partnership Facility, or FCPF, is a global partnership focused on reducing emissions from deforestation and forest degradation, conserving forest carbon stocks, supporting sustainable forest management, and enhancing forest carbon stocks in developing countries. Indonesia has generated verified emission reductions under the FCPF framework and received results-based climate finance through the program.
